As an independent software editor and research project manager, I led a team to develop a Java J2EE solution, a Python/Plone solution, a PHP solution for e-democracy between civil servants and elected officials in regulatory contexts form an extranet for electronic town ordinances; developed a five-module application infrastructure with MVC, GED and EDI, Workflow, Security, Business Logic modules; liaised with sub-contractors; assured regulation and protocol compliance for legally binding electronic deliberations transmitted to central government authorities; managed pilot sites, including optimization of server performance, implementation of automatic feature testing, user acceptance testing.
